To effectively prevent electric bicycle fire accidents and meet the outdoor safety charging needs of citizens, Beijing plans to build at least 200000 charging facility interfaces this year, with 84000 completed so far.
As of the end of March this year, the total number of charging facility interfaces built in Beijing has exceeded 1 million.
At the first quarter safety production and fire protection press conference held today in Beijing, Li Yunhao, Chief Engineer of the Beijing Fire Rescue Brigade, stated that through investigation and analysis, the main cause of electric bicycle fires is that the lithium batteries used are prone to thermal runaway and combustion explosions due to overcharging, battery short circuits, and the use of inferior chargers. After combustion and explosion, the temperature can reach thousands of degrees Celsius in a short period of time, and a large amount of toxic and high-temperature smoke is generated, which is extremely harmful. If the battery is placed indoors and combustible materials are stored around it, the fire will quickly spread and expand, easily causing casualties and even mass casualties.
He introduced that since March, there have been 35 electric bicycle fires in Beijing. From the perspective of fire status, parking status accounts for 74% and driving status accounts for 26%. From the usage status, 29% are charged and 71% are not charged. From the cause of the fire, battery failure accounts for 66%, vehicle electrical circuit failure accounts for 23%, and other reasons account for 11%. From the location of the fire, all 35 incidents occurred outdoors. These fires involve both product quality issues and improper user use.
He said, "Some companies, in order to reduce costs, use recycled batteries to replace old ones with new ones and replace inferior ones with good ones. Some users, in order to increase vehicle speed and mileage, modify and increase battery capacity. Some vehicles lack maintenance for a long time, their electrical circuits are aging, and old batteries are not replaced in time, all of which increase the risk of fire."
Li Yunhao reminds citizens to purchase qualified and certified electric bicycles, batteries, and chargers. Park electric bicycles in an orderly manner, charge them safely in designated charging locations, and do not park or charge electric bicycles or batteries indoors. It is strictly prohibited to assemble or modify electric bicycles, add or replace batteries that do not meet national standards. It is strictly prohibited to park and charge in public areas such as stairwells, public lobbies, evacuation corridors, and safety exits. It is strictly prohibited to use electric bicycles to block or occupy evacuation routes, safety exits, and other public areas within the building.
